Tan Lay Pheng

Dr Tan Lay Pheng is a environmental plant physiologist by training. She specialises in research of Heavy Metal Phytoremediation.

She is the environmental technology manager at Republic Polytechnic – where “Converting Wastes to Resources” is its niche.
Dr Tan Lay Pheng won NEA (National Environment Agency)’s ECOFRIEND Award (Public Sector) in 2008 for her passion and sustained efforts in green initiatives both within campus and amongst community.

Dr Tan Lay Pheng chairs the Tertiary Institutions Council for the Environment which comprises of NUS, NTU, SMU, NIE, and the 5 polytechnics reaching out to more than 100,000 students.


Biswajit Guha
Assistant Director (Zoology Department)
Singapore Zoological Gardens

Biswajit Guha heads the Zoology Department at the Singapore Zoo, the Avian Department at the Jurong BirdPark and the Wildlife Reserves Singapore (WRS) Conservation & Research Department.

He joined the Singapore Zoo in 1993 as a Keeper and worked at the Fragile Forest, developing the invertebrate-themed exhibits and learning as well as applying his ecological knowledge to manage the multi-species, multi dimensional immersion exhibit.

Biswajit Guha currently aims to communicate, to the wider audience, issues pertaining to conservation of threatened species and the illegal trade in wildlife, and how we all have the power to both create as well as solve these issues.

Recent projects that he has been involved in include organizing the first ever workshop on conservation and trade of south and southeast asian pangolins held in July this year; taking biodiversity and conservation roadshows to public areas, as well as working with various agencies, academic institutions and individuals to encourage students to undertake research projects at the WRS parks.


Ng Meng Hiong
Deputy Director, 3P Partnership Department
National Environment Agency

Ng Meng Hiong holds a Bachelor of Engineering (Civil) and Master of Science (Civil Engineering) degree from the University of Singapore. In addition, he holds a Master of Science (Environmental Engineering) degree from the University of London and Diploma (Public Health Engineering) from Imperial College, London. He is the holder of the UK Institution of Public Health Engineers prize (1986).

Ng Meng Hiong is currently the Deputy Director of the 3P Partnership Department of the National Environment Agency (NEA). The Department is responsible for the strategic thrust of generating environmental awareness through environmental education programmes. It also works in close partnership with the people, private and the public sector organizations on various strategies and programmes in encouraging environmental ownership and sustainability. Some of the environmental initiatives mooted by Ng Meng Hiong include the Corporate & School Partnership (CASP) programme, Environment Champions programme and the Youth Eco-Concert.

For his leadership qualities, management and technical achievements, Ng Meng Hiong was awarded the Singapore Public Service Medal (Bronze) in 1998, the National Long Service Medal in 2002 and the Public Administrative Medal (Silver) in 2007.

He serves in many committees and is currently serving in the National Youth Endowment Fund Advisory Committee, the National tripartite Committee on Corporate Social Responsibility, the Continuing Education Committee of the Institution of Engineers, the continuing professional development for Professional Engineers Board, Singapore Polytechnic Department of Strategic Planning course review committee.


Wong Wei Jue
Head (Neighborhood Parks Section)
National Parks Board

Wong Wei Jue has been with the National Parks Board for the past 13 years. Currently Head of the Neighborhood Parks (Southwest) Section (SW), he oversees park maintenance and development issues for 110 neighbourhood parks across Singapore. Wei Jue holds a Bachelor of Arts in Built Environments, and is a certified Playground safety inspector. Apart from overseeing contracts pertaining to maintenance and amenities in the parks, he is part of the core team behind the development of the BCA/NParks Green Mark Award for Parks.

As part of his job, Wei Jue promotes Neighborhood Parks as venues for community bonding by liaising closely with the NCs/RCs and RAs. This synergistic partnership has enhanced both parties' understanding of residents' needs. Wei Jue also leads efforts to evaluate and co-ordinate schemes and programmes, such as Community in Bloom at playgrounds, to meet community needs.

Wei Jue is actively involved in the long-term development of residential estates. In line with NParks' efforts to align objectives with Neighborhood Park development, he provides valuable input on proposals by EUPWCs (Estate Upgrading Projects Working Committee).
